Job Purpose
To work for developing and strengthening the capacities of Panchayati Raj Institutions (PRIs) for rural local governance to become more responsive towards local development needs
Job Roles & Responsibility
1. To develop training designs and learning materials for the training of State & District Level Trainers, Beacon Panchayat Leaders, and Gram Panchayats/ other stakeholders focusing on Social Inclusion/Socially Secured Village.
2. To provide support in designing IEC Plans for creating awareness at local level with respect to Panchayat Development Plan and other RGSA Initiatives.
3. Documentation of the Good Practices on various Panchayat subjects like Panchayat Development Plan, OSR, Women Leadership, Social Inclusion, etc..
4. To conduct research and analysis on GPDP documents/reports and prepare analytical reports.
5. To conduct/organize State level training, seminars, conferences, and workshops in the broad field of Panchayati Raj and other emerging relevant areas.
6. Deliver lectures to develop the Capacity of the Panchayat Stakeholders on various subjects related to subject/thematic areas like education, health, sanitation, women and child, environment, social inclusion, etc.
7. To develop Policy recommendations based on research findings.
8. To collaborate with stakeholders including Government Officials/States/Central Ministries and Community Organizations/ NGOs for effective implementation of the CB&T Program.
9. To conduct Training Need Assessment and regular monitoring of the ongoing CB&T Programmes and prepare activity-wise reports
10. Any other task to be assigned by the Department from time to time.
Mandatory Educational Qualification
Master’s Degree in Development Studies/ Social Work/Gender Studies/ Rural Management/Public Policy/ Sociology/ Education or any other allied subject from a recognized National/ International University with a minimum relevant experience of 7 years. OR
A Ph.D. in the above subjects with a relevant experience of 3 years in Central/State/Ministry/Department as a Consultant or equivalent, and having Publication in reputed National and International Journal.
Mandatory Domain Knowledge & Skills
1. Sound knowledge about Panchayati Raj system, particularly functioning of Gram Panchayats.
2. Sound knowledge about Decentralized Planning, particularly Gram Panchayat Development Plan.
3. Experience in delivering lectures at National/Sate Level Institutes.
4. Sound Knowledge on Localization of Sustainable Goals. (LSGD)
Mandatory Experience Requirement
7 Years of relevant work Experience with a Master’s Degree OR
3 Years of relevant work Experience with a P.HD. Fellowship period not considered.
Preference to the candidates having worked in Central/ State Government Departments /Ministries as a Consultant or equivalent.
Upper age limit: 55 Years as of the date of joining.
Contractual Duration: 12 months or Scheme Period, whichever be earlier.
