About Client: The Swachh Bharat Mission was launched on 2nd October 2014 by the Hon’ble Prime Minister, Shri Narendra Modi, with an aim to achieve a clean India by 2nd October 2019, a tribute to Mahatma Gandhi on his 150th birth anniversary. As a result, the rural sanitation coverage increased from 23 per cent in 2014 to 100 per cent in 2018 with over 1091731 No. of toilets built across erstwhile J&K State after Baseline Survey (BLS 2012) and 1418051 No. of toilets built including Baseline survey (BLS). J&K was declared ODF on 15 th Sept, 2018.
Contractual Status; Initially for the period of Three (03) years & can be terminated with 03 months’ prior notice period from either side.
The contract shall be subject to annual performance review based on the annual action plan.
Minimum Qualification & Experience:
Education: Bachelor’s degree in Civil Engineering from reputed recognized university / institute.
Mandate Experience:
a. Minimum 15 years of experience in infrastructure projects.
b. Must have led at least 2 flagship schemes in consulting assignment.
Preferred Experience:
a. Experience in at least 01 project of consulting as Team Leader / Project Manager in Swachh Bharat Mission.
b. Overall project management for externally aided projects / GoI funded flagship programmes.
Thorough knowledge of SBM, its guidelines, action plans, FSM, Solid Waste, Liquid Waste, Plastic Waste Management etc.
Selection Criteria: (100 Marks)
Only Shortlisted candidates who fulfil the eligibility criteria will be invited for interview only.
1. Qualification: 20 Marks
a. Up to 60% Percentage in degree course: 15 Marks
b. Above 60% Percentage in degree course: 20 Marks
2. Experience: 20 Marks
a. Consulting experience of infrastructure for flagship schemes Like Central Government / CSS, Asian Development Bank, World Bank funded projects etc.: 10 marks
b. Additional 2 marks for each experience added beyond 15 years upto maximum of 20 years of overall experience
3. Flagship Programs: 15 Marks
a. Experience of working in flagship programs with GoI funded infrastructure projects / externally aided projects with minimum project value of not less than 200 Crores - 05 marks per assignment up to maximum of 15 marks
4. Team Lead / Head: 10 Marks
a. Experience of having led (Team Head) a Swach Bharat Mission PMC / PMU team (SBM Grameen or urban) with project value of not less than 200 Crores
5. Experience of having led a SWM team / Sanitation scheme – 05 Marks
6. Interview : 30 Marks
Job Roles & Responsibility
a. Supporting the directorate of Rural Sanitation J&K and Districts for formulation of DRPs for Plastic Waste Management / SLWM / GWM and all related project formulation process.
b. Coordination between the Directorate of Rural Sanitation, RD & PR, with the Municipal Bodies in J&K, Uban Local Bodies Departments and other Government organizations for convergent planning of waste management with special focus on peri-urban areas.
c. Performance evaluation of assets created under SBM –G and formulating a plan of action for operationalization of all such assets.
d. Formulation and coordination with district for the district level plans under SBM
e. All activities related to SBM – G implementation and / or as may be assigned by the directorate of Rural Sanitation / Administrative Department for SBM-G implementation.
